TransCanada hopeful despite no customers
OPTIMISTIC: Official says design and permitting going well.

TransCanada’s efforts to get customers for its proposed gas pipeline have so far failed to achieve any firm deals, the company’s top official for Alaska told a legislative hearing Tuesday.

In acknowledging the lack of visible progress at reaching agreements crucial to building the line from the North Slope, Tony Palmer, a TransCanada Corp. vice president from Calgary, visibly frustrated some legislators who wanted him to provide details on the lagging efforts.

Even if legislators took an oath of silence, Palmer said, he’d be reluctant to share the commercial secrets that are part of negotiations with potential shippers, including their identities.

USFWS revised draft CCP for arctic refuge released
Alaska’s D.C. delegation firmly opposes plan

The U.S. Fish and Wildlife Service releases its revised draft Comprehensive Conservation Plan for the Arctic National Wildlife Refuge today.

Bruce Woods, the Service’s chief of media relations for the Alaska Region, said this is the regularly scheduled review process for refuges within the state. He said this revision was announced during the first public comment period in April 2010.

Scientist’s administrative leave has ‘nothing do with’ polar bear study
Information from agency raises more questions than answers…

The federal agency that this month suspended a veteran scientist now says its case has nothing to do with an article he wrote about polar bears that apparently drowned, permitting issues or scientific integrity.

Alyeska: TAPS can operate at 350,000 barrels per day
More study needed to see if pipeline can carry even lower flow levels

With Alaska’s oil reserves on the decline the question many face is how to prepare for lower levels of product flowing through the Trans Alaska Pipeline System (TAPS). Alyeska’s comprehensive Low Flow Impact Study report concludes that the line can be safely operated at levels down to 350,000 barrels per day. This limit could only be a decade or so away.

The national security case for opening ANWR

Today, poll after poll shows Americans supporting the opening of ANWR. Yet, at a time when our national energy security is at risk, the cost of imported oil is around $100 a barrel, and TAPS is running at only one-third capacity, the national environmental groups have managed to prevent even the minor amount of development in ANWR proposed by Sen. Murkowski.

As a result of national environmental group pressure the current administration has failed to take the actions necessary to develop oil resources in Alaska and has the wrong attitude regarding oil development in ANWR.

Lawmakers antsy for progress on pipeline

Alaska Near Bottom for Oil Investment
Survey: State ranks below most North American jurisdictions

Alaska is one of the least attractive places in North America for oil and gas investment, according to recent survey of international petroleum industry executives.

The State of Alaska ranked 83rd out of 136 jurisdictions while the federal Alaska Outer Continental Shelf ranked 78th, according to the Global Petroleum Survey by the Fraser Institute, a right-leaning Canadian think tank.

The strategic petroleum reserve that the Obama administration should focus on tapping is Alaska, which holds an estimated 40 billion barrels of conventional oil and tens of billions of barrels of unconventional oil, as well as many other natural resources of strategic value to our country. Current federal policy that curtails development of our nation’s resources means greater energy costs for every American. Alaska stands ready to create jobs and improve our nation’s energy security.”

Company Scraps Plans for Alaskan Gas Pipeline

JUNEAU, Alaska — One of two companies planning to build major natural gas pipelines in Alaska has dropped its bid, saying Tuesday that it didn’t get the agreements necessary to justify going forward with its project.

The Denali-The Alaska Gas Pipeline announcement raised questions about the prospects for building a long-hoped-for line in Alaska. Denali had been competing to build a line with TransCanada Corp., though lawmakers have expressed frustration with the pace.

Native groups sue over polar bear habitat designation
“…polar bears aren’t helped by it in any way.”

Arctic Slope Regional Corp. today filed suit against the Department of the Interior over its unprecedented designation of more than 187,000 square miles as critical habitat for polar bears on Alaska’s North Slope, an area larger than the state of California, an ASRC press release said.

Haines Borough to Take Over Fuel Sales in Harbor

HAINES–Delta Western, Inc., the present operator of the fuel dock in the Haines Harbor, will be turning the operation over the Haines Borough next Thursday morning, May 12, 2011.  After that date, boaters who need fuel will contact the harbormaster, and harbor personnel will be selling fuel.

“It’s not an unexpected development,” said Haines Borough Manager Mark Earnest, “It just became apparent that it’s going to happen sooner than we had hoped.”  He said Delta Western company officials cited staffing issues as the reason for making the change at this time.  Read more->

The decision comes following a ruling by the EPA’s Environmental Appeals Board to withhold critical air permits. Emails show public divided on oil industry tax cut plan

JUNEAU — For months, Gov. Sean Parnell has expressed confidence in his plan to cut oil production taxes as a way to spur new development. But he apparently has not convinced a significant number of Alaskans. A review of emails received by his office shows a public deeply divided on whether it’s the right thing to do.

The records showed roughly 63 writing in favor and 56 against, with the rest asking questions, taking no clear position or digressing to another issue. A state public records official said there are some additional records that could be made available as early as this week.

Who says polar bears don’t like oil wells?

NORTH SLOPE–Construction workers for ENI Petroleum had just finished building the ice road connecting their land-based operations to a nearby island when a worker made a discovery that would bring them to a halt for days. There, on the edge of the manmade island not too far from where the road entered, was a polar bear. This wasn’t just any polar bear. On Friday, there, in the Beaufort Sea close to an oil industry drilling project, appeared a mother bear and her cub.

Begich: Alaska has window to develop new oil, gas

JUNEAU — High energy prices and political turmoil overseas have led to a “much more aggressive” attitude in Washington, D.C., toward developing oil and gas resources at home, U.S. Sen. Mark Begich said Tuesday.

That’s good news for Alaska, which he said has a small window through which to push the idea of making offshore assets and more federal lands in the state available for exploration and production.
