Haines Police Report

During the past week, the Haines Police Department made three arrests for driving while intoxicated:

  • On June 29 at 9:25 p.m. Alice Daly, of Haines, was arrested for DWI on the Haines Highway in the Lutak Area.
  • On July 1 at 10:20 p.m. Nels Niemi, of Haines, was arrested for DWI on 2nd Avenue.
  • On July 2 at 8:00 p.m. Jacob Goenett, of Haines, was arrested for DWI at 3rd & Deishu.
Overall, Haines Police Chief Gary Lowe reports that in spite of an apparent increase in alcohol use over the holiday, and a fatality accident during the early hours of the 4th, the holiday weekend was “fairly quiet.”

Traffic Fatality mars 4th of July Weekend

Jonathan Graham, age 21 of Chilkat Lake Road died in a one-vehicle accident near mile 1 Haines Highway during the early morning hours of the 4th. Graham was driving a borrowed 2002 Toyota pickup west on Main Street where it joins the Haines Highway at the “Y”, when he failed to negotiate a curve to the right.  The truck left the road, bounced through a ditch, traveled across the Bigfoot Auto parking lot–narrowly missing the fuel pumps– and came to rest in the deep ditch between Bigfoot Auto and Haines Home Hardware.  Read more->

State ferry Malaspina rescues hiker near Skagway
Man fell down cliff into waters on rocky shoreline

The Alaska Marine Highway System’s M/V Malaspina rescued an injured hiker near Skagway Thursday night.

According to reports from Malaspina Capt. Nick Kollars and Second Mate Leif Short-Forrer the rescue of Joey Nowiki, 33, occurred at approximately 10:40 p.m. approximately one mile south of the Skagway harbor.

District 5 Republicans fundraiser: A little politics and a lot of food.

If there’s a word to describe Kathy and Fred Hosford, it’s “focused.”  When they purchased their Dyea property in 1999, the Hosfords indended to build a bed and breakfast. By 2003 they were living in the Chilkoot Trail Outpost lodge, and by 2003 all of the cabins were ready for occupancy.  Now, 8 years later, their beautiful lodge is neat as a pin, and caters to several types of independent travelers from bed and breakfast guests to Chilkoot Trail hikers.

Kathy Hosford was elected vice-chair of the district 5 Republicans in February 2010, and focuses on her job there with the same intensity as she does on building their business.  She presented the idea of hosting a fundraiser for the district to Congressman Don Young  when he was in Haines, last March.  Read more->

Opinion: Haines Assembly Hijacks an Election
Impasse: Three assembly members refuse to seat Hess

Last Monday’s Haines Borough Assembly special meeting made a mockery of our election ordinances, the will of the voters, the rule of law, the authority of the superior court, and common decency.

Most of the public present favored seating Karen Hess in the vacant assembly Seat “E”, including assembly members Scott Rossman and Jerry Lapp. But in a clearly partisan move, members Daymond Hoffman, Joanne Waterman and Steve Vick refused to seat Hess, offering instead to seat almost any other member of the public.

Their actions mirrored those at last fall’s assembly meeting in which they voted to seat Greg Goodman in spite of his residency issues: the three obviously arrived prepared not to seat Hess under any circumstances, and then groped in vain for facts and logic that would justify their actions. Half of the audience walked out before the meeting was over, and comments by some caused a couple of assembly members to complain about being called “spineless,” and “prejudiced” by the public. USCG “Open House” in Haines
Haines small boat harbor, slip E-13, noon to 4 p.m.

HAINES–For several days Haines folks have been watching the U.S. Coast Guard response boats escort cruise ships to and from Haines and Skagway.

On Saturday, June 11, the USCG is inviting the public to meet the officers and crews, and get a close look at the Defender class response boats in the Haines small boat harbor, space E-13, between noon and 4 p.m.

“We are from Los Angeles,” reports Lt. j.g. Colin Boyle, “We were airlifted to Juneau aboard a C-5 airlift, then traveled to Haines on the Alaska ferry.  We’ll be here for a couple of weeks.”

Boyle reports that the unit specializes in event security, and is specially trained to respond to emergencies aboard cruise ships. They are available to do commercial and other vessel inspections on request.

Marine mammal deaths bring NOAA investigators to Skagway

Federal wildlife officials are investigating the deaths of five marine mammals found near Skagway, including one found with a bullet in its head. Since January biologists have recovered the carcasses of two Steller sea lions and three harbor seals.

Coast Guard medevacs man from St. James Bay

USCG Crew transfers patient to a waiting ambulance

JUNEAU–A Coast Guard Air Station Sitka MH-60 Jayhawk helicopter crew medevaced a 65-year-old man from St. James Bay to Juneau, after he reportedly suffered back and head injuries from a fall on June 3, 2011.

The helicopter crew arrived in Juneau at 12 p.m. and safely transferred the man to awaiting emergency medical services personnel, who took him for further medical care to Bartlett Regional Hospital.

Haines woman transported to Juneau following vehicle rollover accident

A 23 year old woman from Haines was medevaced to Juneau’s hospital by a Coast Guard helicopter Wednesday morning after she rolled her vehicle late Tuesday night at 9.5 mile of the Haines Highway.

State Troopers says Shannon Bertie Tiana Spud was driving a 2003 Dodge Neon when she lost control and entered the ditch rolling over at least once. Troopers say Spud suffered head trauma; She was taken to the Haines Clinic who requested a Coast Guard medivac. The dispatch from Troopers says alcohol is believe to be a contributing factor.

The investigation is continuing.

Late Construction, Early Tourists
Late thaw results in construction crew/tourist overlap

HAINES–The first cruise ship of the season, due to arrive in Haines tomorrow, will be greeted by the sights and sounds of a cruise ship parking lot still under construction.  The construction timeline was delayed by heavy underground frost and a cool spring, which delayed paving plans.  At this point, the project is nearly finished, except for laying of asphalt.

Court Rules on Hess vs. Haines
Goodman out; new election ordered.

HAINES–In a long-awaited ruling, Judge Phillip Pallenberg ruled yesterday in favor of Karen Hess, reversing the Haines Borough Assembly’s decision to seat Greg Goodman in spite of his failure to comply with residency requirements when he ran for election last year.

Haines Resident Injured in Auto Accident

HAINES–On Tuesday evening, April 26, at approximately 9:00 p.m. Haines resident, Katharine Louise Hicks, age 29, was injured when the Toyota pickup she was driving left the driveway she was descending, traveled over a cliff, crossed the switchback lower driveway, and went over a second embankment, landing on its side near the Haines Highway at Nine Mile.  Read more->

Dog Attacks Haines Resident

The recent dog attack on a Haines resident has reopened the locally divisive issue of the control of dogs within the town limits.

Nancy Nash said that on April 1, during an afternoon walk on Union Street, she was rushed by a large dog, which first bit into and tore the wool material of her jacket. Another bite shredded the leg of her corduroys, puncturing the skin and badly bruising her leg. The animal lunged a third time, tearing the lower edge of her jacket and bruising her left side. The dog broke off the attack when Nash screamed and ran for home.  Read more->

Hungry Moose Facelift

Owner Kaitlin Podsiki works on the new foundation for the Hungry Moose.

One of Haines’ most popular eateries, the Hungry Moose drive-in, has received a temporary land use permit until June 1, 2011.  In order to receive a land use permit that allows for continual operation longer than 6 months, the property owner, Fred Folletti, must comply with Haines Borough code by adding a permanent foundation under the structure and obtaining a utility easement for the electrical line that crosses borough property. Once these requirements are met, the borough will amend the permit to allow year-around use.  Read more->

Haines Police Officer receives Certification

Haines Mayor Jan Hill presents Officer Cassandra McEwen with her APSC Basic Police Certificate

HAINES–Mayor Jan Hill presented Haines Police Officer Cassandra McEwen her basic police certificate for Alaska at the Haines assembly meeting last Tuesday.  McEwen came to work in Haines in April, 2009, with prior experience as a deputy sheriff in Tarrant County, Texas, a department with over 1200 personnel.

In addition to her training and experience in Texas, McEwan’s enforcement background includes time as a special agent with the U.S. Forest Service, National Marine Fisheries, and the Alaska Division of Juvenile Justice at the Johnson Youth Center in Juneau.  Read more->

Juneau looks to draft Southeast redistricting proposal

JUNEAU–The City and Borough of Juneau Assembly on Thursday agreed upon a set of seven standards it wants to see developed in drafting a proposal to the Alaska Redistricting Board.

The CBJ has contracted with attorney Jim Baldwin, who has experience with reappropriation, suggested the list of seven standards the city should use when drafting Juneau House districts.

33-Mile Roadhouse on the Haines Highway

HAINES–One of the many joys of living in Haines is the spectacular drive to 33-Mile Roadhouse for an old-fashioned 33-mile burger or a piece Kathy Lapp’s apple pie.

The 33-Mile Roadhouse has been a landmark and favorite stop since the Haines Highway was built. The old roadhouse was destroyed by fire in 1984, and the rebuilt structure is the restaurant that stands today.

Today, the Roadhouse is in the process of an ownership change from Jerry and Kathy Lapp, owners since 1977, to Robert Harris, of Juneau.

Lt. Col. Karl Kurz Retires from the U.S. Army

HAINES–Lt. Col. Karl R. Kurz, son of Bill and Janet Kurz, retired February 25, 2011

Karl Kurz grew up in Haines and graduated from Haines High School in 1987. He was nominated to the United States Military Academy ( West Point ) by Senator Ted Stevens, and graduated from West Point 1991.

He has served in South Korea, Kuwait, Saudi Arabia and Egypt, as well as several places in the States. While at the Army War College Carlisle, Pa. he got his Masters in information systems management.

Karl & Jackie are expecting their first child in July.

Juneau Man Rescued from Glacier

AST press release:
JUNEAU–On 3/1/11, at 12noon hours, AST received a report that George Koenig, age 60, of Juneau, was on the Juneau ice field at camp 9 requesting transportation.

Koenig had left Juneau on 2-17-11 for a protracted camp out on the ice field and was well equipped with cold weather gear and supplies but was running low on fuel and was requesting evacuation. Coastal Helicopters had been attempting to resupply his fuel for several days but was unable to due to high winds. AST is working with the USCG and Temsco Helicopters and attempting to evacuate Koenig.

On 3-1-11, at 1545 hours, a Temsco helicopter was able to land at camp 9 and safely get Koenig back to Juneau. Koenig is in good health with no reported injuries.

Rescue underway for man on icefield

The Alaska State Troopers Tuesday received a report a Juneau resident was requesting evacuation from his location on the Juneau Icefield at Camp 9. The report stated George Koenig left Juneau on Feb. 17 well-equipped for an extended cold weather stay on the ice, but began to run low on fuel.

Haines Borough Clerk Julie Cozzi has received the highest certification from the International Institute of Municipal Clerks (IIMC), “Master Municipal Clerk (MMC).”

Haines Mayor Jan Hill presented the certification plaque to Ms. Cozzi in front of a packed assembly chambers last night saying, “Eight years ago Julie Cozzi came to work for Haines Borough. She has worked very hard, particularly in her professional development. Read more->

Fugitive Arrested in Haines
Another scofflaw learns: Rural Alaska is a lousy place to hide.

At least that was the legend thirty years ago. Sometimes legends contain a grain of truth, but in fact a stranger in a small town sticks out like a sore thumb.

Such was the case when Daniel John Lee, age 31 of Vancouver, Washington, came to Haines, Alaska, fleeing a series of arrest warrants amounting to $150,000 in Clackamas County, Oregon.
