Judge rules against Petersburg in redistricting

JUNEAU–A state court judge on Monday ruled against the city of Petersburg in its challenge to Alaska’s newly drawn political boundaries.

Petersburg argued that the new House District 32 in southeast Alaska is not “compact” under the state constitution. But Superior Court Judge Michael McConahy, in a written order, said it is compact enough to satisfy constitutional requirements, and he found in favor of the Alaska Redistricting Board.

Rep. Bill Thomas Announces Reelection Campaign

HAINES–Republican state Rep. Bill Thomas of Haines greeted a small group of friends and supporters at the American Bald Eagle Foundation in Haines last Friday evening, to announce the kick-off of his 2012 reelection campaign.

Thomas explained that he is starting earlier this year, since the campaign will be complicated by redistricting that significantly changed the makeup of his district.  Read more->

Alaska redistricting lawsuits consolidated

FAIRBANKS, Alaska – The three lawsuits over Alaska’s new political boundaries have been consolidated and will be heard in Fairbanks.  Two of the lawsuits originated in Fairbanks; the third originated in Petersburg.

Petersburg, Fairbanks Challenge Redistricting Plan

PETERSBURG, AK (2011-07-19) The city of Petersburg has filed one of only three legal challenges statewide to the Alaska Redistricting Board’s plan for new legislative boundaries. Two other lawsuits on the plan come from the Fairbanks area. Petersburg’s city council met in a closed door executive session with its attorney on the case Monday and the state redistricting board did likewise earlier in the day.

Haines included in rural district, but loses neighbors
Skagway, Excursion Inlet, Gustavus included in downtown Juneau district

On Monday, June 13th, the Alaska Redistricting Board adopted its final plan for the redistricting of Alaska’s legislative districts by a unanimous 5-0 vote and issued its Proclamation of Redistricting, as mandated by the Alaska Constitution.

The Board’s adopted districts will be implemented for legislative elections in the year 2012, and thereafter, until a valid Redistricting Plan has been adopted following the next decennial census.   Read more->

Redistricting might prompt Fairbanks borough lawsuit

FAIRBANKS — A Fairbanks North Star Borough Assembly member has proposed the local government go to court over “evidence of political or racial gerrymandering” during the state-led redistricting process.

The resolution from Assemblyman Tim Beck would, if approved, serve as formal protest to the Alaska Redistricting Board’s new maps for 60 state political jurisdictions. It would direct the borough to file suit.

Beck is forwarding the measure to the full Borough Assembly on Thursday.

Redistricting Hearings in Haines and Skagway
Important last opportunity for local residents to have their say…

The redistricting board will have a hearing tomorrow, Tuesday, May 4, 2011 from 1:00 p.m. to 3:00 p.m. at the Haines Borough Public Library.  This is one of the last opportunities to impress upon the board the importance of preserving a voice for rural Alaskans in southeast Alaska.

The Skagway meeting will occur earlier in the day: 9:00 a.m. at the Skagway Assembly Chambers.

Draft Redistricting Plan
Preliminary map lumps Haines and Skagway in with Juneau North

The Alaska Redistricting Board has adopted conceptual maps of State House Districts for every major region of Alaska in preparation for the April 14 deadline by which a draft plan or plans must be adopted.  These regional maps are listed on the Alaska Redistricting Board website and available for public download.  Read more->

Juneau looks to draft Southeast redistricting proposal

JUNEAU–The City and Borough of Juneau Assembly on Thursday agreed upon a set of seven standards it wants to see developed in drafting a proposal to the Alaska Redistricting Board.

The CBJ has contracted with attorney Jim Baldwin, who has experience with reappropriation, suggested the list of seven standards the city should use when drafting Juneau House districts.

Juneau Assembly special meeting on redistricting
“Juneau would have to reach ‘outside the line…’”

JUNEAU–A special meeting of the City and Borough of Juneau Assembly is scheduled for  today (Thursday) to take up the pending reapportionment of Alaska’s election districts.

According to a news report from KINY radio, Juneau falls about 4500 people short of filling two legislative districts with the average of 17,700 people.  That means Juneau would have to reach outside the current district boundaries to constitute a normal legislative district.

At the Haines Borough Assembly meeting last Tuesday evening, the assembly unanimously passed resolution 11-03-267 “calling on the State of Alaska Redistricting Board to maintain the Haines Borough in a House district that is ‘a relatively integrated socio-economic area’ and not a part of the City and Borough of Juneau.”  Read more->

HAINES–Twenty-six days and counting. The ticking of the redistricting clock is an ominous reminder that District 5’s days are numbered in southeast.

Census data was provided to the state this week and puts Alaska’s total population at 710,231, up from 626,920 in 2000. The board will divide the total population by 40 legislative districts with each new district based as close as possible to the target population of 17,755 residents. This will result in significant changes for Southeast Alaska and the rural Interior.  Read more->
