HAINES–Jim Carnahan, former Tribal Administrator for the Chilkoot Indian Association, announced today that he has settled his lawsuit against CIA. CIA terminated Carnahan in October 2010 and violated his employment contract in doing so, according to documents filed in December 2010.
Carnahan said he is pleased this has finally come to an end and he has been absolved of all wrong doing. CIA made the following statement in the settlement agreement, “CIA is pleased that we could work out a settlement of our employment dispute. We withdraw our allegations of wrongdoing on your part. As we are sure you will agree, CIA regrets that this matter was not handled and resolved in a different manner.”
Carnahan finished by saying, “CIA has tremendous potential to help its members and the people of Haines. I wish them the very best as they try to move forward.”
Carnahan is represented by Michael Lessmeier from Juneau. “Mike is an incredible attorney and worked hard to resolve this claim,” said Carnahan. “He went above and beyond the call of duty.”

JUNEAU — Della Cheney remembers playing with a family heirloom growing up in Kake, a rather strange-looking metallic object that wasn’t easily moved about.
“It was very heavy,” Cheney said. “At least 25 pounds.”
The heirloom? A roughly 12-inch long, 30-pound unexploded round of ammunition fired by the U.S. military on the village more than 140 years ago in what villagers and other descendents still refer to as “The Kake War.”

This courageous woman could not remain silent about injustice, prejudice and discrimination. In 1988, the Alaska State Legislature established February 16 as the annual Elizabeth Peratrovich Day to commemorate the anniversary of the signing of the Anti-Discrimination Act.

HAINES–Former Chilkoot Indian Association Tribal Administrator Jim Carnahan filed a 7-count complaint against the CIA on December 21, 2010, alleging in part, breach of contract, interference with contractual relationship, economic and emotional distress, assault and violation of his constitutional rights under federal law 42 USC 1983.
Carnahan is requesting a judgement against CIA including compensatory damages of not less than $100,000, punitive damages, attorney costs and interest as allowed by law. Read more->

Jim Carnahan has been hired as the new Tribal Administrator for the Chilkoot Indian Association in Haines. Jim holds a bachelor’s degree in business from Evergreen State College. He completed additional graduate course work in Tribal Governance at Evergreen State College. He intends to complete his Master of Public Administration at the University of Alaska in the next few years.
