		<description>Ocean View Lutak road area land movement problem

It my opinion the problem is that water is getting into the area and soaks down to the clay level where it is embedded and travels along this layer with some soaking into it. Then the weight of the whole mass is sliding down hill. 

The question is how this water has now increased or centralized into this area to suddenly cause this problem. Whether the road system with the new roads above on the hill, the new road above Ocean View and the work done on Ocean View and Lutak have become part of the overall drainage problem on the whole hill, and  has  reached a critical point. The water hole that was discovered in the Lutak road work may be another  result of the overall increase in drainage. I don’t think there is any master plan to carry all the water from this area in an orderly manner down to the sea. There are drainage ditches along a lot of the roadways and other drainages around a lot of building lots, some culverts under roads, but there is probably no overall plan to collect these into a system that carries it all the way down the hill. 

I hope that the studies being done by the borough and state will find this out and provide a remedy.</description>
