Haines considers disaster resolution regarding Lutak slope movement event

PUBLIC NOTICE
HAINES BOROUGH ASSEMBLY SPECIAL MEETING NOTIFICATION
Location: Borough Assembly Chambers, February 3, 2012 at 1:15 pm
PURPOSE: Consider Resolution 12-02-330 Declaring a disaster and requesting state assistance.

According to the agenda, “The slump in the Oceanview Drive/Lutak Road area continues to move and has breached the sewer line. It is anticipated that the area will continue to move and destroy public facilities. The manager has deemed it necessary to declare a disaster and request state assistance at this time.”

Daily Up‐Date for February 2, 2012

Public Information Release
HAINES–6 PM Revision–Melting snow revealed an old manhole, not showing on any as builts, or known by local maintenance officials, during dye testing of the sewer line running through the middle of the slide area late this afternoon. This manhole is being compromised by the ground shifting close to a crack near the top of the slide area. Plans are being put together this evening to remove that manhole and to re‐connect the sewer line. This damage appears to be from earlier shifting in this location but has been buried under the snow, keeping it from detection.

Activity in the active area of the slope movement appeared to calmed down today with very little new visual movement detected.

The command center has been receiving very detailed information from several State and Federal offices in an effort to help in our planning efforts. Some of it is so detailed that we have to filter through the information to determine what is relevant to our event. If you have questions about any information you may be hearing rumors about, please contact the command center at 766‐2258.

Warmer weather will still be with us for a few more days, which is helping melt the snow, but also brings added concern to the area that is already over saturated.

DENVER, CO–Some days certain “themes” keep showing up in your daily life: On Wednesday as I was returning to my urban Denver home, I passed the United Airlines training facility in the Stapleton area of East Denver. The large buildings of the United complex house simulators and training rooms used by all pilots of United Airlines as well as other carriers. Recently, it was announced that United had purchased 11,000 iPads to give to their pilots. OPINION: Thoughts on the Haines Borough Election

The voters have spoken, and all of the borough assembly races have been decided. This race was marked by a certain symmetry–a conservative and a liberal candidate running for each seat. For voters on either side of the fence, the choice was clear.

Our hats are off to the political strategists on the left. With the mayor and all assembly seats but one on the ballot for either election or recall, they nearly achieved a clean sweep. Read more->

2011 Haines Election Returns

HAINES—869 people voted today, 771 in Haines at the American Bald Eagle Foundation and 98 at the Mosquito Lake School. 272 absentee ballots were counted by machine, and up to 40 absentee ballots remain to be counted at canvassing time.

All of the races have clear winners, with the exception of the mayoral race with only 30 votes separating Jan Hill and Stephanie Scott. In order to win, Jan Hill would have to receive 36 of the possible 40 outstanding votes.

As of tonight’s count, here is how the numbers stack up — Borough Clerk Julie Cozzi reminds us that these are preliminary, unofficial numbers only:

Why We Need A Business Mind on the Assembly
To understand economic development, you have to do the math

We’ve said it before: “We need more business-oriented people on the assembly.”

Where non-business folks tend to look at the budget or the economy as a fixed pool of money that needs to be divided up fairly, an experienced private sector business manager realizes that the economy is something that can expand or contract, depending on sound management decisions. Decisions by a governmental body affect not only the government’s budget, but the health of the underlying private economy that the government depends on for income.

This was best illustrated at the Chamber of Commerce candidates forum last Friday, when one question separated the wheat from the chaff.  Read more->

Avoid the Rush: Vote Today!
Vote any business day from now through October 4

HAINES–Early voting is available weekdays from 8 a.m. through 5 p.m. at the Haines Borough Clerk’s office.  It’s easy, and it takes the pressure off those who may have difficulty getting to the polls on Tuesday.

Commercial fishermen, for example, can vote early and not miss any of the commercial fishing days early next week.  The elderly, or others who have difficulty getting to the polls can vote at their convenience by taking advantage of early voting. Read more->

HAINES has an energy crisis. A little town in the middle of coastal Alaska with high mountain lakes and running water everywhere, we should be rolling in surplus hydroelectric power, but we’re not. Instead, we periodically burn diesel to smoke up our valley at a premium cost to consumers. Even without the diesel surcharge, electrical (IPEC) business customers in the upper Chilkat Valley are getting soaked up to $0.61 per kilowatt hour.  Read more->

HAINES–Haines has an alcohol problem that has been highlighted recently by two accidents (one fatal) and other incidents involving young people who were affected by drinking alcohol.  It’s time to look for a solution…

The Haines Borough is sponsoring a round-table type discussion this evening, August 31, 2011 at 6:30 p.m. at the Chilkat Center.  The discussion, led by Chief of Police Gary Lowe, will focus on identifying the scope of the alcohol problem and proposing solutions.

Haines Considers Changes to Harbor Ordinances

HAINES–The Haines Borough Assembly met Tuesday evening as a committee of the whole, to discuss proposed changes to Title 16 of the Haines Borough Code, “Harbors.”

Much of the one-hour meeting was consumed by presentations by Haines Harbormaster Ed Barrett and Boat Harbor Advisory Committee members Bill Rostad and Jim Studley, who presented the assembly with a proposed rewrite of Haines Borough Code Title 16.  Read more->

Tourism Tax Issue Not to Appear on Municipal Ballot

HAINES–An attempt by the Haines Borough Assembly to a tax question on the October 4 municipal election ballot to remove the one-percent tourism tax designation, failed when assembly members voted 3-2 against a motion to advance ordinance 11-07-271 to a second public hearing.

The ordinance would have amended Haines Borough Code 3.80.220 to remove the designation of the 1 percent tax for tourism and economic development, allowing the funds to go into the general fund instead.  It would not have removed the tax; only the designation. Read more->

Assembly to Revisit Off-Premises Signs
Next public hearing set for September 27

The Haines Borough Assembly voted unanimously to revisit the issue of off-premises signs, setting the matter for another public hearing on September 27.

The motion to revisit the issue was made by assemblyman Waterman who said, “What happened in our haste–we could have postponed it instead of voting not to pass it–we didn’t want to kill it.  We wanted the planning commission to address concerns that were brought up.  We wanted the planning commission to give us their opinion and thought process behind it.  The perception was that we killed it.  What we did was send it back to the planning commission.”

Rossman said he thought off-premises signs were self-regulating anyway, saying, “You can’t put a sign on someone’s property without their permission.”

Correction: The hearing date is set for September 27, not August 27 as originally reported.  The Borough Assembly set the September date so that the planning commission could review the issue at their next meeting and give recommendations to the assembly.  The planning commission’s next regular meeting is September 8 at 6:30 p.m. in the assembly chambers.

Haines Recall Committee Still on Track
“This recall is about making the assembly follow the law…”

Haines Recall Committee chairman Jim Shook reports that as of Tuesday morning, the petition sponsors had gathered 268 signatures. With 3 days to go until the “drop dead” date, it looks like the issue could make it onto the October 4 municipal ballot.

In order to be certified, the petition must have 275 valid signatures.  The committee’s target is 300 signatures as a safe margin in case some of the signatures are duplicates or otherwise disqualified.  Though the signature gathering seemed to slow over the weekend, the committee has redoubled its efforts during the past few days.  Read more->

HAINES–At the Haines Borough Assembly meeting on July 26, the assembly struck down a proposed change to the borough signage ordinances that would have allowed business owners the ability to obtain a permit for “off-premises” signs that direct customers to their shop.

Haines Recall Effort Moves Ahead

In less than 2 weeks, the Haines Recall Committee has gathered 186 signatures on petitions to recall assembly members Daymond Hoffman and Joanne Waterman. Committee members have 60 days to gather 275 signatures, which would then trigger a recall election.

According to committee chairman Jim Shook, the group is interested in having the issue on the October 4th municipal ballot, rather than making the borough and its voters go through another special election.  To do this, the completed petitions would need to be submitted to the borough clerk no later than August 12–just 9 days away.   Read more->
